The official English version of the Act on Registration and Evaluation of Chemicals of Korea (a.k.a K-REACH) is now available on the K-REACH Help Desk, an online platform designed by the Korean Ministry of Environment to support potential registrants to better comply with K-REACH. K-REACH will come into force on 1 Jan 2015. For non-Korean enterprises the language barrier is the biggest problem hindering comprehensive understanding of the regulation. Although the Only Representative (OR) system will help for actual registration, for foreign enterprises the complete trust of an OR is still an issue. The drafts of K-REACH subordinate statutes, i.e. the Enforcement Decree and Enforcement Rules specifying the details of new and existing chemical registration and product notification were issued on 18 Feb 2014 for public consultation. However, the final versions of these two decrees are yet to be published. So far, the draft list of the first batch of priority evaluation chemicals (PECs) has been released. The final list will be published in the middle of 2015. Enterprises now manufacturing/importing or planning to manufacture/import such chemicals after 2015 should be well prepared, although a three-year grace period will be granted.
