Hong Kong Hazardous Chemicals Control Ordinance (HCCO) updated

  • On 28 March 2018, the Hong Kong Hazardous Chemicals Control Ordinance (HCCO) was updated. The following substances were added to Schedule 2:

The HCCO aims to regulate, through an activity-based permit system, the import, export, manufacture and use of so called “non-pesticide hazardous chemicals” that have potentially harmful or adverse effects on human health or the environment. Non-pesticide hazardous chemicals regulated under the HCCO consist of two types: (i) Type 1 chemicals, and (ii) Type 2 chemicals. These substances are listed in Schedule 1 and Schedule 2 respectively of the HCCO and are known as “scheduled chemicals”. No person may import, export, manufacture or use any scheduled chemical unless he or she is in possession of a valid activity-based permit in respect of that scheduled chemical issued by the Hong Kong Environmental Protection Department (EPD). The HCCO amendment 2018 becomes effective from 1 July 2018. Applications for HCCO permits for new scheduled chemicals, or alterations to existing permits, are accepted from 1 April 2018.
